In Accordance with the Communications Regulation Amendment Act (2007) the ECAS is funded by the Telecommunications industry through the Call Handling Fee which is charged to the presenting Service provider for each emergency communication connected to the ECAS. 

This fee is calculated and set annually by the ECAS Call handling Review Carried out by ComReg. 

The Call handling fee is charged to all Service providers (including TPSPs) which directly present Emergency Communications to the ECAS i.e. Service providers who are directly interconnected with the ECAS for either Voice or SMS communications.
