112 or 999 should only be called when there is a risk to life or property, where there is a crime being committed or the prospect of a crime being committed or when a person feels their personal safety is being threatened.

If you are in any doubt however, call 112 or 999 and don’t presume someone else has.

What if I need to speak to an Emergency Service but it is not an emergency?
Sometimes it is necessary to speak with a member of an Emergency Service but the situation may not be an emergency as there is no risk to life or to property. In this case, it is preferable to consult the Internet or local telephone directory and find a general contact for the service you require rather than dial 112 or 999 and take up valuable resources unnecessarily.
