The ECAS RIO
For Providers that intend to directly interconnect with the ECAS the Reference Interconnect Offer (RIO) should form the basis of the contract between BT (providing the ECAS) and the Provider.
Many Providers will be availing of transit services from third parties to ensure their emergency calls get to the ECAS. As these operators will not be directly interconnecting with the ECAS, a RIO is not required with the ECAS. All operators have an obligation to ensure caller location information is available to the ECAS for every subscriber number they provide that can originate an emergency call. although they will still be providing Location Information to the ECAS. ComReg’s decision D06/24 describes in detail the information required to be provided to the ECAS.
